Return of Title IV Funds Policy

The request form submission date will be taken as the formal date of withdrawal. Retrospective withdrawals in excess of 3 working days before the submission date will require supporting documentary evidence, authorisation from the Head of School/School Manager and approval secured from the Director of Academic and Student Affairs. A student may apply to withdraw voluntarily from a programme on a temporary basis, subject to consultation with an Adviser of Studies and the approval of the relevant University School. Registration and (student status) normally ceases at midnight on the date of withdrawal.

In the event of an unofficial withdrawal, an estimate of the withdrawal date will be made in line with information available. A student will be presumed withdrawn if he or she does not re-register within the normal registration period, or is absent from a semester without prior approval for a period of 15 working days.

Students Receiving Title IV Funding

If a student who is in receipt of Federal Loans withdraws from Queen's, both the University and the student may be required to return at least a portion of the loan to the US Federal Loans programme, depending on the date of withdrawal.  If repayment of the loan is required, such students will not receive any tuition or accommodation fee refund from the University.

Federal law specifies how the University must calculate the amount of Federal Loan funding that the student has 'earned' up to the point of withdrawal, and the amount of 'unearned' funds.

  • If a student withdraws prior to completing more than 60% of the payment period (100% being from the beginning of one payment period to the next), they have not earned all their federal loans and a Return of Title IV Funds calculation must be performed by the University. Calculations for 2012-13 and 2013-14 are set out in the tables below.
  • If a student withdraws after completing more than 60% of the payment period, they will not be required to repay early any of the loan for that payment period. 
  • No further disbursements will be made to students who have withdrawn from their programme unless the amount of the Earned Title IV funds exceeds the amount that has been disbursed; when the difference is due the student has a Post-Withdrawal Disbursement.

Following determination of the amount of unearned Title IV funds to be returned:

  • The school is responsible for repayment of the lesser of (i) the amount of unearned funds or (ii) the institutional charges for the period.  This repayment must made to the Title IV programs no later than 45 days after the date of determination that the student withdrew.
  • The loans are returned in the following order;

(i)           Unsubsidized loans

(ii)           Subsidized loans

(iii)          PLUS loans

  • The student is responsible for the remaining unearned Title IV funds to be returned and these are to be repaid under the terms of the borrower’s promissory note.

 

Please note: When calculating the % of aid earned, every scheduled day including weekends and holidays is counted, except scheduled breaks of five or more consecutive days when no classes are offered. Students must complete more than 60% to have earned the full disbursement e.g. if day 60=60% then the student must have completed day 61+ to have completed more than 60%.
