The purpose of these Frequently Asked Questions is to provide information to Schools and Directorates on the processes and procedures relating to the engagement of workers through the Non Staff Payments System (NSP). These processes are compliant with both Auto-enrolment pensions legislation and HMRC Real Time Information requirements.

1. What are the requirements of Auto-enrolment?
Under the requirements of auto-enrolment, it is necessary to assess the workforce prior to taking any necessary action to ensure compliance with the legislation. This assessment will be undertaken by the Finance Directorate. In order to assess the workforce, the University requires certain information to be collected for each individual who is paid by the University. This information includes the following mandatory data:
- National Insurance (NI) number
- Full Name (Title, First Name, Preferred First Name, Surname)
- Date of Birth
- Home Address (including post code)
The legislation also requires that the assessment occurs on the individual’s first day of working at the University. It is therefore imperative that the School/Directorate receive information (i.e. NSP2 Form) relating to all workers on, or immediately after, their first day of working at the University.
2. What if the individual is engaged by several Schools/Directorates?
Each School and Directorate will be responsible for ensuring that the Contract for Services and the new form are issued to every individual that they engage.
If the individual already has a live NSP or QUB payroll record, this will become apparent once their National Insurance Number is entered on to the online NSP3 form.
If the individual does not have a National Insurance Number but thinks they may already have a live payroll record, the School/Directorate should contact the Salaries Office with the individual’s name and home address or date of birth for further clarification.
3. How do I get set up as an Initiator/Authoriser on the SharePoint system?
To arrange access to the SharePoint system an NSP an NSP SharePoint Access Request form must be completed, the form can be is available on the NSP SharePoint home screen.
For Initiators, section A must be completed and signed off by the Head of School/Director, then forwarded to the Salaries Office.
For Authorisers, section B must be completed and signed off by the Head of School/Director, then forwarded to the Salaries Office, who will then request the necessary authorisation from the Director of Finance.
Please note, an individual can be either an Initiator or Authoriser but NEVER both.
