• confidence-building measures;
• obstacles (or perceived obstacles) to political settlement;
• factors helping (or assumed to help) to promote the environment for political settlements;
• problems of public order;
• human rights;
• normative models for political settlements;
• race relations;
• long-term influences on community relations;
• influence of external factor.
