I conducted a review of the planning enforcement system for the Planning Service on the criminalisation of the planning system. The final report was presented to the Northern Ireland Assembly and the recommendations are included in the current consultation on reform of the planning system. 


I have been a member of the Royal Town Planning Institute the professional institute for the planning profession since 1990. In the recent past I have been a member of the Executive Committee of the Irish Branch where I was the Institue's officer for Environmental Education and representative on the UK Environmental Education Committee. I was also appointed as an Expert Adviser to the UK Countryside Committee. 


I am a journal referee for a number of leading academic journals including:


European Planning Studies


Town Planning Review;


The International Journal of Environmental Management; and,


Planning Practice and Research.


I am frequently requested to conduct book reviews and assessments of book proposals.

Awards And Honours/major Prizes

For the last three years I have been developing research linkages with the East China Institute of Technology (ECIT) in Jiangxi Province. I have been working with Professor Pinghui Liu on the development of the Hong Kong Special Administative Region and was invited to the University in January 2008 by the Vice President of the Institute Professor Xiaodong to present a paper on the work and be awarded with an honorary professorship.


The research to date has led to a journal paper which has been accepted for publication and there are plans to foster relationships between the two Universities.  This has now resulted in the formal offer of a visiting Fellowship in 2010 which will be funded by ECIT. The purpose is to plan joint future research in urban and regional planning and develop international linkages in pursuit of furthering Queen's Univerity's internationalisation strategy. 



I was appointed as a professional accreditiation inspector by the Irish Planning Institute in January 2011.


I was appointed by the Northern Ireland Assembly to report to the Environment Committee on the Planning Bill (the Draft Act) in advance of the new Planning Act for the jurisdiction in January 2011.


I have been appointed as an academic adviser to the Minister for the Environment in the Northern Ireland Assembly Planning Forum regarding the review of legislation, policy, public administration and the transfer of powers to local authorities . My appointment was  renewed in May 2011 by the new Minister.
