With the rise in terrorist activities such as 9/11 in New York, the London bombings, the introduction of the Civil Contingencies Act and, in Northern Ireland, the Civil Contingencies Framework, a legal precedence for emergency planning is emerging nationwide.  Changing public perceptions and expectations of how emergencies are handled, together with this recent introduction of statutory responsibilities mean that public organisations in particular must be actively involved in emergency planning.

This one year Certificate programme will provide students with the knowledge and working understanding of emergency planning arrangements in the United Kingdom and Northern Ireland in particular.  The legislative basis for emergency planning will be considered in association with the principles of integrated emergency management.  Functional areas such as formation, exercising and validation of emergency plans will be covered, providing a mix of theory and practical application.  The course will provide a good grounding for practitioners in the strategic, tactical and operational preparation for and response to a major emergency.

MODE OF ATTENDANCE AND DURATION

The part-time certificate is offered at Queen's University Belfast on Wednesday afternoons from 1pm to 5 pm, from September 2008 to June 2009, and as such, will require a half-day release from your employer.

ENTRY REQUIREMENTS

Candidates should have a good general standard of education (a minimum of 5 GCSE passes/ one ‘A’ level or equivalent).

COURSE INFORMATION

Through a combination of learning and teaching methods including lectures, seminars, assignments, individual/group presentations, individual and team-based projects, the programme will provide opportunities for learners to achieve the following:

  • A knowledge of the Civil Contingencies Act 2004 and it’s application in N. Ireland through the Civil Contingencies Framework Document;
  • An understanding of the emergency planning cycle;
  • An understanding of local resilience forums;
  • A knowledge of the principles of integrated emergency management;

By the end of the programme, successful students will have acquired the following skills:

  • Designing, conducting and reporting on emergency exercises
  • Writing risk registers in accordance with risk management principles
  • Writing emergency plans based on integrated emergency principles

The course consists of three compulsory, taught modules:

  • Emergency Planning Principles
  • Practical Applications
  • Integrated Emergency Planning

These modules aim to provide students with a knowledge and working understanding of current emergency planning arrangements in Great Britain and Northern Ireland in particular. In addition, these modules will provide students with the opportunity to apply their knowledge of emergency planning arrangements to a work based project.

ASSESSMENT
Students must complete the assessment requirements for all three modules and must achieve an aggregate mark of 40% to pass each module.  There is no compensation between modules.
