Biography
Brian graduated in law from the University of East Anglia and also holds an LLM degree in European Legal Studies from the University of Exeter and a PhD in European Environmental Law from the University of Wales. Prior to his appointment as a lecturer in law at Queen’s University he spent five years as first a tutor in law and subsequently a lecturer in law at the University of Wales, Aberystwyth and one year as a lecturer in law at the University of Derby. Before embarking upon an academic career he also worked as a solicitor in private practice in Northern Ireland.
In 2007 Brian was appointed by the Minister for Agriculture and Rural Development and Minister for the Environment to be a member of an independent panel tasked with reviewing the regulations applying to the farm and wider agri-food sectors in Northern Ireland, with a view to recommending simplification. The panel’s report, Northern Ireland Agri-Food Better Regulation and Simplification Review was published in 2009. Brian is a member of the United Kingdom Environmental Association and was the founding chair of the Association’s working party on Northern Ireland. He is also a member of the Environmental and Planning Law Association for Northern Ireland, the United Kingdom Association for European Law and the Agricultural Law Association. He is a member of the editorial boards of the Environmental Law Review and the Web Journal of Current Legal Issues.
