Change of environmental governance in Kaliningrad – Europeanising the Russian exclave?.

Starting point is the unique situation of the Russian region of Kaliningrad as an enclave within the enlarged EU. This draws attention to the question whether ‘European’ actors contribute to processes of change and adaptation of formal and informal structures, procedures and public policies in Kaliningrad. As environmental problems in and around that region are of central concern to its neighbourhood, various instruments and policies have been directed towards Kaliningrad and Russia within this field. The study concentrates on the analysis of the mechanisms of interaction between these external means of influence and the domestic conditions for change existing. In the end, the thesis will answer to what extent environmental governance in Kaliningrad has adapted to a ‘European’ model. Beside that, the research covers various areas of EU poltics, including its relations with Russia and countries in Central and Eastern Europe. Related, the 'Europeanisation' of member states, candidates and third countries is of particular interest. On the other, developments in domestic politics and of foreign policies of Russia are analysed.
