NHRP Management & Advisory Structures
The Natural Heritage Research Partnership (NHRP) has four levels of management:
1) Strategic Advisory panel
- Meets every 6 months
- Composed of up to 8 senior NIEA & up to 8 senior QUB staff
- NIEA and QUB each to nominate appropriate senior staff
- NHRP Manager (Dr.
Neil Reid) and NHRP Project Manager (Emma Dorman) also in attendance - Alternately chaired & minuted by NIEA & QUB staff
Role
- To enable senior staff from both organisations to be updated on the progress of the partnership by NHRP Manager (Dr.
Neil Reid) and NHRP Project Manager (Emma Dorman) - To provide a forum for senior staff from both organisations to provide strategic input into the direction of NHRP, both in terms of research and policy
- Approves annual partnership report
2) Project Board
- Chaired by NIEA Conservation Science Assistant Director (Prof. Howard Platt)
- Minuted by NIEA staff
- Meetings must have a quorum of 2 NIEA and 2 QUB staff
- The NHRP Partnership Manager and Project Manager should always be present
- Department of Finance and Purchasing (DFP), NIEA and QUB admin and financial staff may also be in attendance
- Other personnel may be present on occasion, as agreed by the Project Board

Neil Reid) - NHRP Project Manager (Emma Dorman)
- NIEA Head of Research & Development (Mark Wright)
- NIEA Conservation Science Assistant Director (Prof. Howard Platt)
- Quercus Director (Dr. Rob Paxton) or NHRP Senior Ecologist (Dr. Jane Preston)
- Head of School of Biological Sciences (Prof.
Ian Montgomery) or NHRP Senior Ecologist (Dr. Jane Preston)
Role
- Monitoring progress of delivery of objectives and outputs
- Agree the timetable for delivery of lead-in period
- Agree the research programme for years 1-4
- Agree the research clusters
- Agree the ad-hoc projects
- Agree the allocation of the annual budget
- Agree specifications, costs, NIEA client officer & other research partners
- Agree any changes to the contract conditions, objectives and outputs (subject to contract variation and DFP approval, as necessary)
- Agree the dissemination strategy
- Agree procedures manual
- Agree invoices
- Agree the job descriptions of NHRP staff and future successful candidates
- Agree any changes to costs, outputs or timescales of research projects
- Agree any applications for external funding
3) Research Cluster Advisory Groups
- Attended by all relevant NIEA Client Officers, NHRP research staff & QUB academics who are involved in projects associated with the cluster
- Also attended by project partners who can significantly contribute to research projects associated with the cluster in terms of finance, data, equipment, specialist advice and staff or volunteer time
- Chaired by either the Partnership Manager or Project Manager
- Meets every 6 months or when required
Role
- To enable staff from both organisations to be updated on the progress of other relevant NHRP research projects
- To provide a forum for staff from both organisations to input into the direction of other NHRP research projects, both in terms of research and policy
4) NIEA Client Officers
- Responsible for 1 or more NHRP research projects
- Attend relevant Research Cluster Advisory Group
- Partnership Manager to arrange at least 2 meetings with each Client Officer, including a start-up meeting and a meeting to discuss the final report
- Receives quarterly progress reports from Partnership Manager
Role
- Input into the development of the project specification
- Approve quarterly reports
- Approve the direction and content of the final report
