Steps to ensure there is integrity in the evaluation process

  • All procurement is governed by the following 4 main principles which Panel members must apply:

     

    1. Transparency – in processes and decisions; panel members must keep clear notes to support decisions and these may be required by third parties and the Courts
    2. Equal treatment and non-discrimination – all tenderers must be treated equally
    3. Proportionality – decisions and evaluation processes must be proportionate
    4. Mutual recognition – giving equal validity to qualifications and standards from other countries

Tenderer identity and tender documentation is strictly confidential. Do not discuss the process with anyone other than the panel members and the Procurement Office.
Perceived and actual conflicts of interest can damage the integrity of the process – panel members must not accept any gifts or hospitality from tenderers.
A conflict of interest can arise from avoiding personal losses as well as gaining advantage – whether financial or otherwise.
A perceived conflict of interest exists where it appears that a member of the panel may have private interests that could improperly influence the tender outcome – whether or not this is in fact the case.
