Medicine, Dentistry and Biomedical Sciences
School Strategy

The School of Medicine, Dentistry and Biomedical Sciences continues to deliver high quality teaching and research and I am very grateful for all your excellent contributions to date.   In 2015, a fledgling Institute for Health Sciences was set up but, for a number of reasons, it did not mature as an Institute.  In light of this, Professor Stuart Elborn, Faculty Pro Vice-Chancellor, has asked Professor Pascal McKeown, Head of School, to set up a Working Group to review how the School delivers its research portfolio, in particular in light of significant changes in the external environment including in the context that the major funding agencies (eg UKRI, Wellcome, NIHR) will be focusing their funding on large inter-disciplinary groups in the coming years.  

The Working Group will include representatives of all relevant categories of staff from across the School (including from our School Staff Council), as well as Professor Elborn and Professor Aaron Maule (Faculty Dean of Research).

We are fully cognisant of the results of the recent Staff Survey and will be providing a range of opportunities for consultation with all staff.   It is anticipated that the Working Group will undertake this review during the period January to March 2020 and will then provide a short summary report of potential options (which will include the option of the School structure for delivering our research strategy remaining as it currently is). 

This work will also feed into the overall School Strategy which is now in the early stages of development and on which all staff will be consulted.

Further information will be provided at the next meeting of School Board which, as previously advised, will take place on Thursday 9 January 2020 at 2.30 pm, Basement Seminar Room, WWIEM.  The School Board meeting will continue to be streamed live and the video will be available post-meeting in line with commitment in the School Staff Action Plan to ensure access for colleagues who cannot attend.

SWAN Submission

Thank you to Professor Karen McCloskey and Professor Michelle McKinley for their leadership in preparing the School’s Athena SWAN application which was submitted on Wednesday 11 December 2019. Thank you also to the wider team who contributed to this significant piece of work.

Personal Development Review (PDR) and Academic Process
PDR and Academic Process

All staff will be aware that the new PDR process was launched on 4 November, followed by the Academic Progression Scheme for 2020 on 9 December.  Academic Progression encompasses processes previously known as Academic Probation, Academic Promotions and Professorial Salary Review.  

It is important that all academic members of staff understand the new process, however, you should pay particular and immediate attention if you are currently in one of the following categories: 

  • on probation*
  • considering applying for promotion to Senior Lecturer, Reader or Professor
  • a Professor who wishes to apply for salary advancement within the Professorial Salary Grade
  • a PDR reviewer for any of the above

*The Head of School along with senior colleagues held a briefing to update academic staff on probation on 21 November 2019 with regard to the specific School transition arrangements for annual review and confirmation in post in 2020.

REF
REF Preparations

The School’s REF Review meeting, chaired by the Pro Vice-Chancellor for Research and Enterprise, Professor Emma Flynn, was held on Friday 22 November 2020.  A big thank you to our Research Centre Directors and Managers, REF and Impact Champions and all staff who contributed to the detailed submissions to inform the Review.  The plan remains to submit in Unit of Assessment 2 (Public Health) and Unit of Assessment 3 (Biomedical Sciences, Pharmacy and Nursing).  The School has made good progress in preparing for REF with a lot of work now being invested in Impact Case Studies.   

Note: As part of the University’s commitment to supporting equality and diversity in REF, the University has put in place safe and supportive structures to recognise the effect that equality-related circumstances may have on an individual's ability to research productively during the REF assessment period (1 January 2014 – 31 July 2020), and particularly their ability to produce research outputs at the same rate as staff not affected by circumstances.  Staff with eligible circumstances are encouraged to complete the voluntary disclosure form as appropriate and submit to ref@qub.ac.uk by January 2020.  The REF team have put together a summary 'FACT SHEET' on the Disclosure Process and this and other relevant details can be accessed on the University’s REF 2021 website.

Flexible Retirement Scheme
Flexible Retirement Scheme: Applications

Further to the all-staff communications, this is just a reminder to all staff regarding the scheme.  Please refer in full to the Retirement Policy (inc Flexible Retirement) and detailed procedure to arrange and support flexible retirement which can be accessed on the People and Culture Website

MDBS staff intending to apply are asked to discuss their application fully with their Centre Director prior to submitting the application form to Professor McKeown, Head of School, by 10 January 2020. Professor McKeown will meet with any individual who applies to discuss his/her application prior to making a recommendation and submission of the form to by Thursday 31 January 2020. In the case of Clinical Academics who undertake both clinical work and academic work for the University, the relevant healthcare line manager will be consulted on the application for flexible retirement prior to the Head of School completing the documentation.  If you require further advice or guidance in relation to the scheme, please contact Elaine Coleman in the  People and Culture Directorate: 028 9097 3014.

Professional Staff Feedback to Professional Services Career Progression Working Group

School Managers were asked to seek feedback from Professional staff in Schools, on behalf of the Queen's Professional Services Career Progression Working Group (PSCPWG) chaired by the Registrar, on a number of proposed actions currently under consideration by the Group in relation to some aspects of recruitment and career progression.  Given the size and geographical spread of our staff and to ensure as many of our 234 Professional staff as possible had the opportunity to provide feedback within the timeframe available, input was sought via an on-line survey.  The survey closed on Thursday 5 December with a response rate of 33.19%.  A summary of the MDBS survey outcomes has been submitted to the PSCPWG but here are some highlights:

Recruitment

  • To ensure greater awareness and visibility of jobs, the option ranked first was to have a dedicated view for staff on the Career Opportunities at Queen’s webpages.
  • In terms of advertising permanent posts internally, the majority of staff agreed with the proposal to facilitate the internal advertisement of permanent posts with specific skills requirements.
  • With regard to creating opportunities for sideways movements, the majority of staff preferred the option to advertise all permanent clerical posts (grades 2-6) internally across the University and only if no one is deemed appointable to move to advertise externally.
  • In terms of clerical boarding, the top, equal scoring responses were (a) removing clerical boarding entirely, and (b) retaining clerical boarding for general clerical/secretarial roles with more specialist roles (HR, Finance, Marketing) being advertised on a post by post basis.
  • The majority of staff disagreed that candidates applying for internal posts should be required to remain in that post for 12-18 months if successful.
  • Most agreed with the proposal to review the current assessment and selection process for clerical recruitment, eg review requirement for on-line tests, and that more clarity should be provided on what will be assessed at each stage.
  • The majority agreed that all 3-12 month clerical temporary roles should be advertised internally-only, across the University.

Secondment Policy

In terms of a secondment policy (normally covering acting up, honorarium, move sideways or to higher grade) most staff did not consider additional opportunities should be included in the policy but the majority would welcome the opportunity to access secondment opportunities for up to two years in another public sector organisation;

 Career Pathways

  • The majority of staff felt it would be useful to have access to Queen’s career pathways.

 Colleagues were also given the opportunity to provide free text comments, particularly with regard to issues relating to their staff category not otherwise covered in the questions set by the Group and these have also been fed back to the PSCPWG.  The survey results and comments (redacted as appropriate) will be shared with the School Staff Council.

Periodic School Reviews
Periodic School Reviews

Periodical School Review visits have now taken place for the undergraduate Medicine programme (12/13 November) and Biomedical Science, Human Biology and Medical Science degree programmes (11/12 December). Well done to the teams led by Professor Neil Kennedy (CME) and Dr Stephen McCullough (CBSE) who contributed to the successful outcomes of these visits.  The full panel reports will be shared with relevant staff in due course. 

December has also been a busy month for CAPE (Continuous Action for Programme Enhancement) covering all undergraduate and postgraduate research programmes.   Thank you to all staff who contributed to the completion of the detailed paperwork, meetings and School submission.  The CAPE meeting/submission for Postgraduate Taught programmes will be in February 2020.

College of Optometrists Research Excellence Awards 2019

Congratulations to Dr Ruth Hogg (pictured second from right), Centre for Public Health

who has been recognised by the College of Optometrists for her work in the area of macular degeneration and disease in the College of Optometrists Research Excellence Awards 2019, which highlight achievement and celebrate outstanding contributions to research in the fields of optometry, optics and vision science. Ruth was awarded the Neil Charman Medal for Research – the College's most prestigious annual Award, which celebrates outstanding research by a College member.

Queen’s Alumni Volunteer of the Year 2019

Professor Gerry Gormley, Centre for Medical Education

has been announced as Queen’s Alumni Volunteer of the Year for 2019 at the Medical Donor Thank You event in December. Gerry was recognised for going 'above and beyond, giving of his time freely [and] always maintaining a cool sense of calm'. He was also recognised for his enthusiasm for, and commitment to, simulation-based learning. Over the past three years, Gerry, in his role as Clinical Professor in Simulation and Clinical Skills, has worked closely with the Development and Alumni Relations Office on the development of a new Faculty Simulation Centre.

Climate-Friendly Holiday Shutdown Campaign

One of the School’s strategic priorities going forward will be to work with staff and students and engage with external stakeholders to find ways to improve environmental sustainability, including through the impact of our education and research.

An important objective will be to reduce our carbon emissions with the aim of being a major contributor to the University’s low carbon organisation objective.   We are therefore asking colleagues to take steps as individuals and together ahead of the holiday closure by supporting a climate-friendly shutdown plan.  One approach, suggested in the most recent staff Comms, is to reach out to other areas within your building to identify and agree a more collective approach to reducing any unnecessary impact on the environment over the holiday period – for example, by creating a small group of volunteers to do a final walk-through of the building to check shared spaces (including kitchen, bathroom and break-out areas) to ensure that unnecessary electrical items are switched off.

Upcoming Events
  • Official Renaming of Centre for Cancer Research & Cell Biology: An event to mark the official renaming of the Centre as the Patrick G Johnston Centre for Cancer Research will take place on Tuesday 21st January 2020.
  • The Mitchell Lecture 2020 will be hosted by CCRCB and given by Professor Harald zur Hausen on 26th March 2020 at 3pm. Venue to be confirmed.
  • The annual NI MS Network Symposium and Open Evening will be held in CEM, WWIEM building, on Monday 30th and Tuesday 31st March 2020.
  • The CEM will host the Annual Meeting of the British and Eire Association of Vitreoretinal Surgeons (BEAVRS) in 2021.
