Abstract

The paper explores the impact of protection in the Netherlands and Dutch East Indies during the 1930s, using extensive new commodity-level datasets on trade and trade policies in both countries. The impact of protection on total imports was high in both countries, at least as high as in the UK and India; and the impact of protection was asymmetric within the Dutch empire, with the impact on Dutch exports to the DEI being higher than vice versa. Dutch trade policy during this period was highly distortionary, focusing just on tariffs would miss this.
